스캇랜드의 법률학자이며 역사학자인 알렉산더 타이틀러(Alexander Tytler, 1742-1813)의 명언입니다.

A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves largess from the public treasury. From that time on the majority always votes for the candidates promising the most benefits from the public treasury, with the results that a democracy always collapses over loose fiscal policy, always followed by a dictatorship.

민주주의는 영구적인 정부의 형태로 존재할 수 없다. 민주주의는, 선거권자들이 국가재정을 자신들이 흥청망청 쓸 수 있다는 것을 알아차릴 때까지만 존재할 수 있다.

그 시점부터는, 다수는 언제나 자신들에게 제일 많은 국가재정을 돌아가게 해 줄 수 있는 후보에게만 투표한다.

그 결과는, 민주주의는 언제나 방만한 금융정책으로 인해 붕괴되며, 언제나 독재로 이어지게 된다.
